Arthur C. Clarke was one of the greats. If you are a sci-fi fan, and a reader, you already know this.

Can anyone tell me the name of the Arthur C. Clarke non fiction work where the introductory preview gives a certain amount of credence to the military industrial complex for helping to advance the cause of civilization? In it, Clarke asks where we would be if humans essentially refused to engage in war.
